Students Experiencing Homelessness and Unaccompanied Youth
Who are Children and Youth experiencing homelessness?
The term includes:
Children and Youth who are:
- Sharing the housing of other persons due to loss of housing, economic hardship, or a similar reason (sometimes referred to “doubled up”)
- Living in motels, hotels, Trailer parks, or camping grounds due to the lack of alternative adequate accommodations;
- Living in emergency or transitional shelters; or
- Are abandoned in hospitals.
Children and youth who have a primary nighttime residence that is a public or private place not designed for, or ordinarily used as, a regular sleeping accommodation for human beings;
Children and Youth who are living in cars, parks, public spaces, abandoned buildings, substandard housing, bus or train stations, or similar settings; and
Migratory children who qualify as homeless for the purpose of this subtitle because the children are living in circumstances described above.
Educational Rights of Students/Families
- Be immediately enrolled in school even if you do not have necessary paperwork or missed enrolment deadlines.
- Receive a free, appropriate public education.
- Attend the local attendance area school or the school of origin, with the placement decision based on the student’s best interest, giving priority to the students requested.
- Receive educational services including, but not limited to, special educations services for English Learners, career and technical educations, after school programs at no cost.
- Receive educational services comparable to those provided to other students, according to each student’s needs.
- Participation in extra-curricular activities such as clubs and athletics.
